Colombia. In the framework of the commemoration of the fifteenth anniversary of the enactment of Law 675 of 2001, through which the horizontal property regime was issued in Colombia, the Mayor's Office of Barranquilla and the Secretary of Urban Control and Public Space programmed this seminar aimed at administrators of buildings and residential complexes in the city, especially those built under the social interest housing and priority interest housing programs.
Some 250 administrators, legal representatives and members of the boards of directors of properties subject to the horizontal property regime were invited to this academic day, who were provided with updated information regarding the delivery and receipt of goods and common areas (swimming pool, reception, elevators, gardens, sports courts, etc.), an issue that in recent years has generated many conflicts with construction companies. Aspects of sanctioning processes against offenders in this regime were also addressed.
The presentation of these topics was in charge of the lawyer Augusto Rico García, specialist in Urban and Environmental Law, of the Externado de Colombia University; Master in Business Administration from universidad del Norte, and expert in horizontal property matters.
"The process of delivery and receipt of goods and common areas by buyers of housing in horizontal property requires the accompaniment of an interdisciplinary team and knowledge of the regulations that regulate the construction and sale of housing in Colombia, to demand the guarantees to the construction. That is why this issue must be handled by the administrators and legal representatives of horizontal property with all the details," said Augusto Rico García, while assuring that "many times the new owners do not demand their rights because they do not know them and that is why it is necessary to encourage a culture of quality in the construction of housing."
Marlon Pachón, delegate of the Ministry of Housing, City and Territory, was also invited to the event, who provided information on the instances to which you can go before that government portfolio when it is necessary to carry out procedures or raise queries related to horizontal property.
