An initiative was recently presented in the Argentine Legislature that aims to establish the conditions of thermal conditioning for the construction of buildings, in order to improve the quality of life of the population and, at the same time, reduce the environmental impact by rationalizing energy.
The project was promoted by legislators Bautista Mendioroz and Francisco González, to be applied in all public and private constructions intended for human use, such as homes, educational establishments, industries, commercial premises, hospitals, office buildings, among others.
According to the proponents, all the buildings that are built in the province of Río Negro through the provincial State, should guarantee thermal insulation.
For officials, it should be the Ministry of Works and Public Services that is responsible for determining the insulation through the call for tenders and accrediting this value through a label that characterizes the energy efficiency of its envelope.
The Energy Efficiency Label would be determined according to the IRAM 11900 standard, through the Labeling Calculation System established by the Ministry of Energy of the Nation.
Likewise, the Ministry in charge of the application of the contract must require prior to construction the issuance of the work start permit, which contains all the elements that prove compliance with the law in that regard and the detailed information necessary for the energy categorization of the building envelope.
The next step would be taken at the time of issuing the Final Certificate of Work, where the definitive energy efficiency label will be elaborated according to the final state of the construction.
The proposal is that all the municipalities of the Province of Río Negro join and incorporate this regulation into their constructions. The proposal is to generate social awareness, inform the consumer and allow a monitoring of the quality in the construction. In addition, the procedure makes it possible to evaluate comparative demand indicators and stricter energy policies can be drawn up.
