Colombia. Within the framework of the Building Efficiency Accelerator Program (BEA Program) of the World Resources Institute (WRI), the Mayor of Bogotá, the Colombian Council for Sustainable Construction (CCCS) and more than 25 entities, are advancing in the structuring of an Implementation Protocol of Resolution 549/15 ("Guide for saving water and energy in buildings" of the Ministry of Housing, City and Territory, MVCT), which will allow the capital to have an effective policy to massify the benefits of energy efficiency and use of water resources.
To date, the results of the technical support study have been socialized, which evaluated 10 typologies (shopping centers, hospitals, offices, hotels, higher education projects, schools, stratum 3-4 housing, 5-6, VIS and VIP), and among its main findings are:
Percentages of around 20% in energy and between 30% and 40% for water were achieved, for the 10 typologies, with a higher cost effectiveness.
Voluntary percentages were calculated, which contribute to the creation of incentives for the 10 typologies.
2 paths were proposed for the verification of compliance: a prescriptive path and a performance path, which were not resolved within Resolution 549/15.
The BEA Program will positively impact 50% of the buildings that will be built in the city by 2050, which will massify and democratize all the social and environmental benefits of sustainability. The certification systems in sustainable construction will be an additional added value for those projects that want to exceed the levels of efficiency in water and energy that will be established by the aforementioned Protocol.
