18.7 million m2 of buildings were incorporated into the cadastral base

Argentina. The Cadastre and Territorial Information Service (Scit) incorporated, in the last four years, 18.7 million square meters of constructions and improvements that had not been declared. Of this total, 16.8 million m2 were detected and incorporated through the different control programs carried out by Scit.


"The fundamental paradigm shift, which marks a before and after in terms of cadastral control and regularization, occurred when we began to sectorize taxpayers to achieve a more efficient, fair and transparent control, which allowed us to arrive at a correct application of them," said the administrator of scit, Horacio Palavecino.

"These actions," continued Palavecino, "which began in 2008, after more than a decade of inaction on controls (the last one had been in 1997), not only allowed to expand the cadastral base, but also meant an increase of around 1,000 million pesos in the taxable tax valuation, that is, of the taxable base of the real estate tax on an annual basis," " He said, who also recalled that "50 percent of the tax that is affected by the increase in valuation is shared with municipalities and communes."

"Of the total square meters that were incorporated into the cadastral base (more than 18 million m2), that is, they were regularized and began to pay tribute for the square meters of improvements or new constructions, 61 percent was done through the audit program "Together We Are Going to Take Measures", while 17 percent of the increase corresponds to the "Large Taxpayers" program. explained the head of the Scit.

"The remaining 22 percent, meanwhile, is the percentage of taxpayers who present themselves to declare the square meters through traditional mechanisms," he added.
