Peru. The Regulation of Technical Inspections of Security in Buildings, which was recently published, has established a series of changes in terms of the rules for processing permits before the National Institute of Civil Defense (INDECI). One of these is the indefinite validity of the certificates issued in terms of building safety.
One of the big problems with building security permits was the cumbersome process of renewing certificates every two years. This generated some inconveniences, such as the expenses that thousands of small businesses had to make in addition to bureaucratic obstacles.
Due to this, the Executive has issued a new Regulation of Technical Inspections of Safety in Buildings, and with this a solution to this problem. Thus, we have that in article 38 of the Regulation it is established that henceforth the certificate of safety inspections in buildings (or ITSE Certificate) issued by the National Council for Estimation, Prevention, and Disaster Risk Reduction (CENEPRED) -Civil Defense entity- may have indeterminate validity as long as it complies with what is regulated by the regulations.
However, a new inspection must be carried out in case of modifications, remodeling, extensions and / or changes of uses that demonstrate the negative change in safety conditions.
